10月18日，国家主席习近平在第三届“一带一路”国际合作高峰论坛开幕式上发表主旨演讲，宣布中国支持高质量共建“一带一路”的八项行动。

八项行动中提出，要办好中欧班列国际合作论坛、要创建丝绸之路电商合作先行区、要举办全球数字贸易博览会、要实施1000个小型民生援助项目、要推进中外职业教育合作、要举办绿色创新大会、要举办科技交流大会、要共建100家实验室、要成立良渚文化论坛、要成立旅游城市联盟、要建立企业廉洁合规评价体系、要共建多领域的合作平台。

这八项行动，为一带一路画出了一幅风光景象蓝图，也是一带一路未来十年、乃至更长时间的行动施工图，更是一带一路打破壁垒而便捷和自由为尚的世界贸易版图。
These eight actions have drawn a blueprint for the Belt and Road Initiative, and are also the construction drawings for the Belt and Road Initiative in the next ten years or even longer, and they are even more a world trade map where the Belt and Road Initiative breaks down barriers and prioritizes convenience and freedom.
中国的倡议，更是全球的倡议。从今天开始，意味着有更多贸易流动与商品将通过这条跨国走廊。

这次大会后，中国将出台更多自由贸易便利化举措，升级同一带一路各国和地区的双边投资协定，实现双方边境口岸商品的快速通关，让“绿色通道”全覆盖，打造大宗商品交易中心，推动一带一路贸易规模迈上新台阶。

世界自由贸易区联合会（美国）杭州代表处，将把握好这一时代机遇，围绕世界自由贸易，会同中国的商务机构、中国的进出口企业去跨国合作，可以沿着一带一路这条国际经贸走廊，沿途去建立若干世界自由贸易研究院、召开世界自由贸易大会、建立若干世界自由贸易联盟、建立若干世界自由贸易俱乐部、建立若干世界自由贸易中心、建立若干世界自由贸易小镇。
